Sindh Governor, Dr Ishratul Ibad on Friday directed for preparation of comprehensive master plans for all the districts of Sindh. In this regard, he asked the provincial government to provide necessary technical and other expertise to the districts. He called for expediting the process of computerisation of land record throughout the province.
He was chairing a meeting held at Governor House on Friday in which the progress achieved in the computerisation of land record was reviewed. The Member Board of Revenue (Registration and Stamps) Wing and EDO Revenue Karachi briefed the meeting about details.
The Governor pointed out that besides complications involved in land matters, the land mafia was also greatly active and said that to rid of these drawbacks, computerisation of land record must he expeditiously completed. He stressed that entire process should be kept protected by ensuring stringent level of security.
In the past, he observed there used to be manipulation of land record in view of which, the authority for any amendment or addition in the record should rest with the high level officials.
The meeting was informed that important focus of land record computerisation is the determination of ownership title which would be dealt with under Revenue Management Information System and in Karachi the scrutiny of land record will be completed by December 15 which will be outsourced in the next phase for complete computerisation. For this purpose, it was stated, tendering preparation has been completed.
Member R&S BOR, informed that under a pilot scheme, the computerisation process was launched in five districts of Hyderabad, Mirpurkhas, Sukkur, Khairpur and Larkana in the year-2004 under the limited programme of recovery of revenue bills. Now, the scope of this programme has been widened while incorporating maintenance of record of rights, ownership title, mutation process, generation of revenue and village forms, assistance in agriculture credit programmes, crops statistics, accessibility to land record by all the stakeholders and online information for solving the land disputes, in the exhaustive computerised programme (REMIS).
It was stated that initially, the information is being subjected to authentication, after completion of which the data would be fed into the system for final authentication by concerned authorities.
