The Capital Development Authority (CDA) has failed to develop sectors E-12, F-12 and G-12 after the lapse of 17 years. The award of land and built-up-properties (BUPs) of the sectors was announced during 1985-88, but the CDA has yet to resolve the issue of compensation, the Minister, In charge of the Cabinet Division told the National Assembly on Thursday.
'The delay occurred, as the affectees were not satisfied with the compensation package offered by the CDA at that time.' He said due to huge constructions in sectors G-12 and F-12 the Authority is not in a position to provide rehabilitation benefits.
The rehabilitation benefits as demanded by the affectees is estimated to be in billions for sector F-12 only, the Minister said adding that 'Therefore, no date of development of sector G-12 and F-12 can be specified.'
He said the affectees of the sector E-12 demanded allotment of plots against both their acquired land and BUPs and the issue could not be resolved for several years. Further, he told that in the year 2000, National Accountability Bureau started probe into the acquisition process and entire process came to a halt.
In 2005, Federal Cabinet approved double benefits for E-12 affectees and NAB gave a partial clearance of the BUPs. The Minister further said that CDA has acquired 2500 kanals of land of Sector E-12, while presently, possession of sub-sectors E-12/3 and 4 is being taken over.
He said CDA has started provision of rehabilitation benefit for the affectees of E-12. 'Once the process of land acquisition is completed and the possession is handed over to the CDA, it will take about three years to complete the development work of Sector E-12.'
He said, work on access road from F-11, which terminates at D-11, D-12 has been started and service road from Shah Allah Ditta to E-12 is being constructed. To another question, the Minister said CDA has acquired land for development of Sectors H-11, G-12, F-12, E-12 and some area falling in National Park.
He said H-11 has been developed and possession handed over to institutions, which have been allotted plots in the areas. Regarding F-12 and G-12, he told that 63 percent affectees were paid compensation while 37 percent refused to accept the payment, objecting on the compensation amount. He said the local affectees did not allow CDA to conduct survey of BUPs, therefore the award for BUP could not be announced.
Meanwhile, the affectees started selling their lands to outsiders, who also constructed houses to get plots from CDA, he said, adding as per CDA policy, all owners of BUP with covered area of 300 Sq. ft. or more are allotted plots as rehabilitation benefit. However, the Authority is not in a position to provide rehabilitation benefits, he said.
