Trading Corporation of Pakistan (TCP) has finalised deal for the import of 100,000 metric tons of urea for local consumption. According to details in response to TCP's international tender, floated on April 18, 2012, for the import of 300,000 metric tons of urea, some 14 international pre-qualified bidders participated.
However, finally tender was awarded to lowest bidder namely M/s Gavilon Fertiliser LLC, USA for a quantity of 100,000 metric tons urea. Tender was opened on Monday and all 14 bids were found responsive in terms of prescribed evaluation criteria. The prices quoted in the tender ranged from $522.86 per metric ton to $549.00 per metric ton (Cost and Freight). M/s Gavilon Fertilizer LLC, offered the lowest price of $522.86 for 100,000 metric ton.
As the offer conformed to all technical specifications and was the lowest, the contract was awarded, to the lowest bidder for a total quantity of 100,000 metric ton. As per tender terms and conditions, shipments of the urea procured against this tender would start soon after opening the letter of credit.
Although the TCP has finalised deal for the import of 100,000 metric tons, at the same time TCP has called a meeting of all bidders without mentioning any agenda, sources said. They said that according to tender term and conditions, price matching is not allowed in this urea import tender and TCP, accepting lowest bid, has sent all details to ministry of commerce.
It is likely that ministry may ask TCP to offer the other bidders for price matching and if ministry asked then TCP will procure remaining quantity from other bidders. However, the decision will be taken by the ministry to officer price matching or issued new tender. The bids validity is still valid and will expire on Tuesday. It may be mentioned here that following the directive of Economic Co-ordination Committee of the Cabinet, TCP is importing urea to avert any shortage and ensure smooth availability of urea fertiliser to the farmers in the current Kharif-2012.
