M/s Lucky Cement Limited, a manufacturer of Portland cement, has approached the National Tariff Commission (NTC) to seek exemption of customs duty on import of rubber/tyre scrap (PCT No 4004.0090). The applicant's request is based on the following grounds:(iv) The applicant is one of the leading manufactures of Portland cement and has invested Rs 38 billion by creating job opportunities to more than 4,000 people in the remote areas of Khyber-Pakhtunkhwa and Sindh.
The applicant is a leading exporter of cement and earning US $170 million for the country. Cement industry is now among top foreign exchange earning sectors/ industry in Pakistan. However, present increase in energy prices, primarily in the increase in coal prices from US $85 to US $140 per metric ton has put the cement exporters in an uncompetitive and difficult position.
Currently the custom duty on scrap tyre/rubber is 20 percent. The applicant has requested for complete exemption of custom duty on import of rubber/tyre scrap classifiable under HS Code 4004.0090; the said scrap shall be used as substitute of coal. Accordingly, the Commission has initiated an inquiry under Section 4, NTC Act 1990 and would welcome views/comments from all parties having an interest in the business related to or associated with the imports, manufacturing and marketing of Scrap tyre/rubber.
The views/comments may be sent within 15 days of publication of the public notice in the newspapers, to the Secretary, National Tariff Commission, 4th Floor, State Life Building No 5, Blue Area, Islamabad, Fax: 0092-51-9221205. A public hearing in this regard is scheduled to he held on July 26, 2011 at 11:00 am in the hearing room of the Commission.
All interested parties, who wish to appear before the hearing are hereby advised to get themselves registered with the Commission latest by July 20, 2011. All interested parties may bring along additional information, if desired, supported by reliable documentary evidence.
