The Sindh government has, in violation of a Supreme Court verdict, rehired another retired officer of BS-20, appointing Sabhago Khan Jatoi as the director-general of the Monitoring and Evaluation Cell (MEC) on contract basis, Business Recorder learnt here on Friday.
During the hearing of the Hajj corruption case, the Supreme Court had declared the re-employment of retired government officers on senior positions as violation of law. Sources inside the P&D department told this correspondent Sabhago Khan Jatoi (who served as secretary of many provincial departments) had been reappointed a few months ago as a consultant on two-years contract in the P&D department.
Later, Jatoi was made the Director-General of Urban Policy and Strategic Planning section of the P&D department. He worked there for a few months before being made the Director-General of the MEC, sources said. Jaoti was posted following the retirement of Abdul Rafique Leghari who served as MEC's director-general for several years.
Interestingly, Additional Chief Secretary P&D Malik Israr Hussein had moved a summary to Chief Minister Syed Qaim Ali Shah a few months ago for extending Rafique Leghari's service term without success, sources said. Recently, P&D department had strengthened the MEC for next three years (July 2012-June 2015) while approving a revised PC-1 for 'Strengthening of Monitoring and Evaluation Cell' at a cost of Rs 639.332 million, sources said. Sabhago Khan's case was not unique: there were many such examples where the Sindh government had re-employed retired officers in various departments, projects and cells, sources said.
