ANP, provincial president, Senator, Afrasiab Khattak on Wednesday said that the 18th constitutional amendments will strength institutions, independence of judiciary, supremacy of law and constitution in the country. He dispelled the impressions about negative impacts of the amendments, adding that the provincial autonomy would yield positive results, and those who were creating hurdles in devolution process, will not be succeeded.
He was addressing at seminar on titled the 18 constitutional amendments: its Impacts organised by Law College, University of Peshawar. The Khyber Pakhtunkhwa, M Minister for Law and Parliamentary Affairs, Arshad Abdullah, Provincial Minister for Education Sardar Hussain Babak, President Peshawar High Court Bar Association Abdul Latif Afridi, the University, Vice Chancellor Professor Dr Qibla Ayaz and principal of the college Abdul Manan and others were also present on the occasion.
Senator Afrasiab Khattak said that the government had unanimously passed the 18th constitutional amendments with consensus of all political parties. He said that the dictators had gradual amended into the constitution of 1973. After the passage of 18th amendments, he said that constitution had been restored in real form to strength institutions, ensure supremacy of judiciary, law, and constitution, particularly to give provincial autonomy to all federating units. He informed that the more than 17 ministers had devolved from federal to provinces under the 18th constitutional amendments.
He further added that the provinces share was also swelled from 42 to 57 percent in the federal divisible pool. The Senator Afraisab Khattak said that those elements were creating hurdles in devolution process, could not be succeed. He expressed the hope that the process will be completed very shortly.
Rejecting the speculations about the devolution, he said that there weren't any negative impacts on existing system at provincial level, and devolving different ministries under the amendments. Regarding the net-hydel profit, he said that the provincial government had taken up issue with federal government, and negotiation was underway in this regard. While commenting on local body elections, he said that the election will be held very shortly, saying that voter lists are being finalised for the purpose.
Counting the government initiatives in education and health sectors, he said that the government had decided to allocate 4 percent of total GDP of the provincial budget, adding that a number of steps are being placed to improve the health delivery system, establishment of infrastructure and several development project initiated in the province. The University, Vice Chancellor Professor Dr Qibla Ayaz and principal of the college Abdul Manan also spoke on the occasion.
