The provincial government of Khyber Pakhtunkhwa has allocated an amount of Rs 1 billion for the implementation of out of school children survey during the current financial year 2017-18, says the white paper on the annual budget of Khyber Pakhtunkhwa.
For this purpose, the Elementary and Secondary Education Department will be implementing interventions such as establishment of Girls Community Schools, Education Vouchers Schemes and Associated Learning Programme. Under the project professional development strategy will continue in which teachers will be trained in leadership and management, early childhood education, training in Science and Maths subjects, training in assessments.
The department will also continue its assessment activities for early grade, grade V and grade VIII. The provincial government is also developing a comprehensive induction programme which will judiciously use technology and more than 14,000 teachers will go through this programme in the coming year and for this purpose the department has demanded an amount of over Rs 300 million.
Similarly, for bringing improvement in monitoring regime at district/school level, through School Quality Management Initiative Rs 80 million has been demanded for the current fiscal year 2017-18 while another amount of Rs 15 million has been allocated for a pilot project to be implemented during FY 2017-18 in which the department will carry out awareness-raising initiatives regarding dyslexio, screening of students and provision of remedial therapy for dyslexic students.
The provincial government during the period of last four years has conducted 'Out of School Children Survey to help the department to draft strategy to bring the out of school children to schools and will also help in updating the Education Sector Plan in making it more realistic towards achievement of its broad policy goals.
The provincial government during last financial year recruited over 14,000 teachers under merit/school based recruitment policy and has provided conveyance charges to 345 female ASDEOs and ADOs for effective monitoring of schools while the principals of 509 higher secondary schools have been provided with provincial autonomy to improve their schools.
The gender disparity has been addressed through establishment of 285 Girls Community Schools and launched two enrollment campaigns to bring out of school children to schools while the rationalization of teachers and schools has been started in all districts to improve student teacher ratio.
During last financial year, the provincial government established 125 primary schools of which 64 are girls' schools while a total of over 20,000 missing facilities have been provided at school level through conditional grant, which is 42% of the remaining missing facilities.
Funds have been provided for the construction of 5,185 additional class rooms at school level, which will result in improving students ration per classroom and the funds have also been provided for 0.7 million furniture seats in primary schools. 5,208 play areas have also been developed at primary level while 10 examination halls, 500 IT labs and 500 Science Labs have also been built in high schools.
Similarly, the provincial government during last four years has also standardized 88 higher secondary schools, 30 schools have been upgraded from mosque schools to regular primary schools, 128 schools have been upgraded from primary to middle, 115 schools have been upgraded from middle to high schools and 81 schools have been upgraded from high to higher secondary schools.
The provincial government has also awarded 2,252 students with scholarships for their performance in board exams, ETEA scholarships have been provided to 534 students studying in different schools and stipends for girls' students have been provided to 423,374 students to retain them in schools and 50.79 million books have been provided to students in Khyber Pakhtunkhwa.
Furthermore, 11,000 teachers have been trained in English language so that English could be used as a medium of instruction. Over 7000 teachers have been trained in Early Childhood Education, 12,000 teachers in assessment of grade V and 428,000 students have been assessed in grade V. Over 1,000 principals and management staff have been trained in leadership and management and 935 teachers have been trained in Jolly Phonics and Rs 700 millions have been spent on the training of 24,000 teachers.
