A three-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry comprising Justice Jawwad S Khuwaja and Justice Gulzar Ahmed heard the case.
The Secretary Water and Power, Secretary Irrigation Sindh, Director General (DG) Environment Sindh and Secretary Environment Sindh appeared before the apex court.
The DG Environmental Protection Agency (EPA) Sindh submitted a report before the bench regarding Manchar Lake's monitoring.
The Chairman, Water and Power Development Authority (WAPDA) apprised the court that due to non availability of funds, a decentralized treatment plant had not yet been installed for water treatment.
The bench observed that clean environment was the basic right of every citizen, while the condition of people living in the vicinity of Manchar Lake, was pathetic.
The case was later adjourned till November 11.
