17 Jan, 2004

A division bench of High Court of Sindh (SHC), comprising Justice Anwar Zaheer Jamali and Justice S. Ali Aslam Jaffery, on Friday directed petitioner, Out Door Advertisers Association, to pay fee to Union Council-2 of Gulshan-e-Iqbal Town.
The petitioner moved the court challenging mandatory requirement of obtaining NOC imposed under new bylaws of the city government regarding advertisement including hoarding, neon signs and others.
When the petition came up, Munawwar Sultana Advocate, appearing for Nazim, union council-2, respondent in the petition submitted that the license for hoarding, neon signs expired in June, 2003 and now the display of advertisement by the petitioner association is illegal and have caused a loss in millions of rupees to the respondent.
On query by the court, the petitioner candidly admitted that due to dispute over the NOC, they have not paid the required fee.
The bench put off further hearing, directing them to pay license fee well before the next date of hearing on February 18.
