Treatment plant: NAB probing CDA and BCEOM irregularities

The National Accountability Bureau (NAB) has started investigations into irregularities committed by the Capital Development Authority (CDA) and its French Consultant, M/s BCEOM, in pre-qualification of companies for improvement/ refurbishment of existing sewage treatment plant in Islamabad, which would cost Rs 1.2 billion.
As the project involves aid of the French government, the bureau has also directed the Economic Affairs Division (EAD) to look into the matter and take action against those who were involved in violating the government's declared policy of promoting fair play and competition and instead favoured a particular group.
The reference submitted with the NAB against the CDA to favour M/s OTV for pre-bidding revealed that the CDA officials and M/s BCEOM, played pivotal role in keeping M/s Bouygues/ Stereau out of pre-bidding process.
