Railways asks PHA to complete Walton project as per deal

Pakistan Railways (PR) has asked Pakistan Housing Authority (PHA) to complete Walton residential blocks project and provide all services as per sale agreement.
Sources from Pakistan Railways said that PHA was bound to provide internal services including transformer power distribution, network for the residential blocks and street lights within six months of the receipt of 'up-front payment of Rs 80 million' and hand-over the possession of flats to vendee (Pakistan Railways). The up-front payment was made on March 26, 2003.
According to the sources the electric network has not been completed even after the expiry of one year.
The agreement also included provision of external services like water, sewerage telephone etc in the working order and complete in all respect.
However, according to the sources, PHA insisted that the flats were "complete" and Pakistan Railways should take over their possession.
The sources said that no allottee of PR would occupy flats in the absence of the basic utility services. Railways would have to hear such contingent cost in case it took over the project before its completion.
PR through a letter to PHA has drawn its attention towards clause No 3 (M) of the sale agreement which entitles the vendee (Pakistan Railways) to charge a surcharge @ one percent of the total sale amount per month or part thereof in case of any delay in the handing over of flats.
