Well deliberated policy based on integrated approach for the development of industrial sector is imperative to enhance country's economic stability with key focus on employment generation.
Talking to newsmen here on Wednesday, Director General (DG) Pakistan Manpower Institute, Athar Mahmood Khan said industrialisation should be done in a way to encourage use of local raw material and generate maximum employment opportunities.
"Appropriate education is the base for human development initiating an integrated approach to develop an industrial infrastructure with proper financial and marketing incentives," Athar said.
He said linkages or key components to establish this approach included technology advancement, maximum labour force utilisation and equipment consumption to improve production rate with minimum cost.
Athar termed human resource as a critical factor for production as a good proposition, which should be provided with funds and raw material to produce cheeper goods by deputing skilled and trained labour force.
"Pakistan Manpower Institute (PMI) is addressing these crucial areas and conduct training courses seminars, workshops and symposiums at labour related issues to impart knowledge-based skills and attitudinal change in labourers' behaviours" he added.
He maintained that institute has so far organised 136 National In-Service Courses, 25 seminars and workshops of national and regional level which were attended by 5600 seniors level officials, professionals and trade union leaders.
The institute has published 32 research studies, 20 research reports and 87 research papers in the area of Human resource development, employment promotion, globalisation, labour issues, child labour and gender bias.
He pointed out that regulatory body like Pakistan Industrial Development Corporation (PIDC) should be established to check key concerns of industrial management.
However, he observed, the government should act as a facilitator and encourage private sector to play its role in the industrial development as it was the real engine of growth.
"Private sector is the main stage for enhancing industrial growth but public-private partnership should be ensured by the government where needed," he said.
He urged that employment generation, welfare of labourers and distribution of wealth should be the structured part of industrial strategy.
He said, "It is duty of the government to pinpoint real need of nation in an integrated approach."
Concluding his remarks DG PMI maintained that proper health facilities should be ensured for masses and for a healthy work force with provision of free education upto a certain level.
