Taking serious note on non-utilisation development funds in the province, Sindh Minister for Planning & Development, Syed Shoaib Ahmed Bukhari has directed his department to identify the executing agencies who have failed to utilise the development funds despite timely release by the finance department.
"I have got the impression and reason to believe that things were not moving as being visualised by the government despite distending the size of Annual Development Program (ADP) from Rs 7.0 billion (2002-03) to Rs 11 billion (2003-04) and now Rs 18 billion (2004-05) most probably due to slackness by few executing agencies of uplift schemes either provincial or district government, resulting in non utilisation of funds released for schemes within stipulated time", he stated in a letter to Additional Chief Secretary P&D, Ghulam Sarwar Kherro on Tuesday.
"There is no use of releasing funds if the same are not utilised by executing agencies", the minister said.
Shoaib Bukhari stated that the list of such agencies would be submitted in cabinet for necessary action as provided under E&D Rules 1973.
