National Assembly body on law points out flaws in Contempt Bill

National Assembly committee on Law, Justice and Human Rights on Tuesday directed the Law Ministry to present Illegal Dispossession Bill, 2003, and Contempt of Court Bill 2003 in amended form in the light of objections raised by some members of the committee.
The committee met here in President House with Mansab Ali Khan in the chair and discussed the illegal Dispossession Bill, 2003 and the Contempt of Court Bill, 2003.
The Minister of State for Law, Justice & Human Rights, Muhammad Raza Hayat Haraj, Nawab Mirza, Dr Sher Afgan Niazi, Zahid Hamid, Ms Mahreen Anwar Raja, Shahid Akram Bhinder, Muhammad Wasi Zafar, M.P. Bhandara, Jalil Ahmed Sharkpuri and Secretary Law with the officers of Ministry of Law, Justice & Human Rights attended the meeting.
The committee considered the Contempt of Court Bill, 2003. The committee discussed the bill clause by clause with a comparative study of the Contempt of Court Act, 1976 and the Contempt of Court Ordinance, 1998.
The members who contributed substantially on each and every clause of the bill were Nawab Mirza, Sher Afgan, Zahid Hamid, M.P. Bhandara and Mahreen Anwar who raised serious objections on certain clauses, highlighting the conflict with the Constitution and the charter of Human Rights. The members called for modernisation of the bills.
The chairman directed the Ministry to present amended bills along with the old statutes for more comparative study of the bills.
