Government planning to regulate private security agencies

Federal Government is planning to regulate the private security agencies to streamline their functioning and wages, reliable sources told Business Recorder on Saturday.
Sources said that the law would bind all the private security agencies operating in the country to introduce identical uniform for security guards along with specification of weapons to be used.
However, a draft law has already been sent to the provincial governments seeking their comments on the issue, sources added.
It was also learnt that fresh wave of terrorism across the country is one of the main factor for introduction of such law as the government is likely to hire services of these security agencies to combat subversive activities in future.
The regulatory body will also ensure to regulate proper wages of security guards as none of them are receiving more than Rs 3,000 per month, sources said.
Most of the security guards have no facilities like transport, food and medical, which is affecting their professional skills and capabilities, sources pointed out.
To regulate private security agencies and streamline their wage structure in the federal capital, chief commissioner Islamabad has already constituted a high-level body.
The committee was to finalise its recommendations by May 15, 2004, but they have not submitted their findings yet, official sources told Business Recorder.
About 101 private agencies are providing security services to the different offices, banks and residential sectors in the territorial limits of Islamabad, which according to source are not fulfilling the laid down ICT administration criteria.
The said committee will scrutinise the records of these security agencies. The committee will also address the complaints related to less salary package, extra working hours and late payment of salaries.
The security clearance from the special branch and police for the appointment of guards will also be made obligatory under the new law, sources said.
The committee has been constituted as per provisions of the Islamabad Capital Territory Private Security Companies Ordinance and Private Security Companies Rules.
Informed sources in the Islamabad Capital Territory Administration told this correspondent that committee would also ensure comprehensive training of private security agencies through Fauji Foundation, Askari Guards (Pvt) Ltd, National Police Foundation and Provincial Police Training Institute approved by the Ministry of Interior.
The security guards would also be imparted training as per syllabus proposed by ministry of interior.
ICT sources said the regulatory body would carry out checking of arm licences and weapons issued to the private security agencies.
