Duty clearance process to be simplified: CBR chief

Chairman Central Board of Revenue (CBR), M. Abdullah Yousaf on Friday said customs duty clearance process would be made simplified.
"There are 34 steps involved in the customs duty clearance process and every step needs approval. CBR intends to simplify the process," he told in a PTV programme.
The weaknesses in the process of income and sales tax payment would be reviewed and commissioner appeals would be made totally independent, he said.
The unnecessary appeals of CBR at various levels would be reviewed and withdrawn within this year, he said while responding to a query.
The Chairman CBR said that proper dispute resolution mechanism would be evolved and most of the disputes would be resolved at departmental level. In addition tribunals would be directed to expedite decisions on all appeals.
Taxpayers must be provided maximum facilities and joint partnership between them (taxpayers) and tax collectors would be encouraged. Mistrust, apprehensions between taxpayer and collector would be eliminated, he said.
Abdullah Yousaf said that major shift in the tax collecting policy had been introduced. Polarisation and mistrust between taxpayers and collectors had been removed.
He urged the taxpayers to declare all assets without any apprehension. There would be no harassment from CBR at all.
"Tax payer is totally free to assess his income on his own while tax collectors are not allowed to harass tax payer."
The revenue collection target of Rs580 billion for FY 2004-05 will be achieved, the chairman resolved.
The board would focus to relegate its powers and available itself for policy making only, he concluded.
