"The Jirga was on a peace mission in the area," Inter Services Public Relations (ISPR) Director-General Major-General Shaukat Sultan told PTV on Tuesday.
He said tribal elders along with security forces and political authorities were carrying out search operation in Spin Kairaghzai.
"They came under fire from miscreants when they were returning in the afternoon."
A rocket fired struck the party, killing nine persons while five others were injured, he added.
The ISPR director-general said, security forces immediately responded with artillery and other weapons in the direction from where the miscreants had fired.
He said these miscreants do not want the search to be carried out in the area and they are the same elements that carried out terrorist activities in recent past.
They are also involved in the killing of Chinese engineer as well as attacking security forces, he said.
