Treasury senators on Tuesday grilled the Police Department for corruption, bribery, delayed justice, cronyism, nepotism, and fake investigation system.
Senator Gulshan Saeed who moved the motion on overall performance of police in the Senate, said that police have the authority to charge any innocent citizen for any crime. He said culprits are set free by the corrupt police officers after taking heavy bribes.
She said that justice is not provided to the poor people in the country in time. It is delayed for generations proving the dictum "justice delayed, is justice denied."
Gulshan Tanveer said that the terrorist attacks in Multan, Lahore, Karachi and Sialkot show the failure of police system as innocent Muslims were martyred in these incidents.
She said that the recent incident of bomb blast in a local hotel was termed as electric short circuit. She said that the police have failed to catch the main violators of law and order.
She recommended that the deteriorating situation can be checked through reforms, increment in the salaries of policemen, increase in their equipment and police force.
Parliamentary Affairs Minister Sher Afgan Niazi recommended that the Police Department must be under the supervision of civil authority and local governments. He also accused the police of working for smugglers, politicians and high-ups and general masses have no courage to raise voice against the corruption of Police Department.
Afgan said that true witnesses are forced to hide truth from the courts and false witnesses are being presented in front to sideline the main culprits and to protect the criminals. Police officers must be interrogated for non-recovery of culprits, he suggested.
Senator Shahzad Waseem said that the political intervention, bribery and corruption are the main drawbacks of police system.
He stressed that "Police Order 2002" must be implemented in true spirit, police system must be reformed and police officers should adopt friendly policy towards common people so that their confidence and trust would be restored in the Police Department.
Increase in salaries of lower grade policemen and some housing schemes are must to improve their working.
The senator criticised the Police Department saying, "Dacoity cases show lack of control of police force in the respective territory. He added that instead of providing help the police create obstacles and hesitate to register these cases.
The senator deplored the investigations take five to six years and during this period the police took heavy bribes from the culprits and charges innocent people for the misdeeds of the culprits.
He said that challan has to be sent to court within 14 days, but it is generally delayed by the corrupt police officers.
Senator Tanveer Khalid said that traffic jams due to protocols, high alert security outside the mosques and corruption of traffic policemen are creating problems for the general public. The people are not satisfied with the role of police in keeping in law and order in the country, which is provoking disaffection among them.
