Misuse of Law by KWSB

KWSB, from top to bottom, is causing mental and financial torture to regular tax-payers by depriving them from water and adamantly using them as their tools by keeping disconnection of water supply in the entire complex of various flats till such time the tax-payers pay their own tax, also recover tax-default and produce before them bank paid receipts in evidence and thus KWSB authorities are misusing their authority but also managing to get salaries every month without their physical participation in tax-recoveries.
KWSB, although issues and collect taxes on individual flat basis, yet it disconnects water-supply to the entire flat-complex in disregard of majority of tax-payers, just for the sake of recoveries from tax-evaders by direct final action of disconnection without using the initial actions such as issuance of a few warning letters along with cumulative arrears of bills with after short intervals and referral of default-case to magistrate for tax-recoveries from particular tax-evader without harming the tax-payer.
Systematically, serviceably in general and action-wise against defaulters in particular Sui Gas and KESC are much better than Karachi Water and Sewerage Board, which despite long standing problems to the consumers, neither intends to improve the services nor care to rectify its faulty system of irregular and short water-supply without installing water-meters, improving sewerage service and injudicious method of assessment and taxation.
Constitutionally, no law of the land permits any institution in general and KWSB in particular, to deprive citizens from services against which the tax is realised by the concerned department, yet KWSB by misinterpretation of law, is not only making fun of the law but also bringing bad name to both the provincial and federal governments by harassing regular tax-payers on the plea that the law permits them to disconnect water-supply to the entire big complex, "Rufi Lake Drive," consisting large 700 fiats situated at Gulistan-i-Jouhar area, Karachi, without discrimination between tax-payers and tax-evaders.
KWSB, to hide its own short-comings and corruption's, is exploiting the issue of water shortage much more than it really exist. It is purposely creating water chaos on the one hand while projecting and patronising sale of "water tankers" on other for its vested motives at the cost of tax-payers causing breach of peace and hatred in the public against the government.
The concerned provincial and Federal Ministries, as also the Prime Minister of Pakistan, are requested to realise the difference between law-abiders and law-breakers and take immediate positive measures to correct not only the faulty system but also replace unwilling workers by good governance and service-oriented employees in KWSB.
