City Nazim Karachi Naimatullah Khan on Monday announced constitution of six monitoring committees to supervise proper disbursement of School Management Committee (SMC) funds being provided to committees by the City District Government Karachi (CDGK).
"Comprising principals/headmasters of concerned schools besides elected representatives, these committees would report utilisation of SMC funds to concerned authorities. I believe funds provided to SMCs should be spent in a fair and honest manner as it is public money," Naimatullah said while speaking at a ceremony for distribution of cheques among SMCs.
Earlier, cheques of over Rs 64.85 million were distributed by City Nazim Karachi Naimatullah Khan among heads of SMCs, principals and headmasters at the ceremony for carrying out development work at 2,952 schools at a ceremony held at Markaz-e-Islami, Federal 'B' Area Karachi.
EDO Schools of CDGK Aijaz Ali Khan, City Nazim's Advisor Nasim Siddiqui, City Council's representative Ms Rehana Efroze, UC Nazim Mujahid Mahmood Barkati, Shamim Mumtaz Wasi and a large number of principals and headmasters of public schools were also present on the occasion.
Speaking on the occasion, City Nazim said CDGK was striving for providing all basic facilities at local public schools and provision of around Rs 65 million was a step towards that direction.
"I hope that money provided by the city government would be spent in a just manner as every person will be answerable to Allah Almighty for his responsibilities" he said beside directing teachers to apprise students of ideological basis for creation of Pakistan.
Naimatullah Khan deplored that Sindh Local Government Ordinance (SLGO) was not being followed and properly implemented by authorities concerned, saying transfer of key officials and EDOs was hampering pace of development activities in the city.
"According to SLGO, officers cannot be transferred before three years but regrettably, dozens of officers were transferred from CDGK during these three years" he said and appealed to the President and Prime Minister to ensure implementation of SLGO in Sindh.
On the occasion, he demanded that CDGK should be given the right to appoint teachers for local public schools and colleges, saying lack of teaching staff was another cause of concern and hampering teaching process in the city.
EDO Schools of CDGK Aijaz Ali Khan directed SMCs to spend SMC funds as per directions issued in this regard, saying it should be kept in bank accounts, and all concerned SMCs should properly maintain their accounts, cash books and registers for audit purposes.
"In case of any regularity in misuse of funds, strict disciplinary action would be taken against persons responsible" he warned.
On the occasion, he said a computerised seniority list of teachers was being prepared so that promotions of teachers could be made on merit basis and added that teachers' seniority list would also be uploaded in the CDGK's web site.
