No gas for Sindh

We have a President in khaki who always insists that the dual role is for national security reasons. But despite this there are on-going insurgencies in Wana and in Sui. The dual role has not been able to contain and crush the unrest there.
Now let us come to the duels at Sui which are a daily affair while the most powerful man in the country was extolling the benefits of his dual role until the big bang - the destruction of some vital installations at Sui. Why is the President/COAS combine reactive? Why can't he be proactive?
Now the people of Sindh are being deprived of gas so that gas load shedding can be reduced in the Punjab. The gas from the fields in Sindh is being pumped into the Punjab while we Sindhis are being denied this resource.
A few months ago the C.M. of the Punjab would not give us the Sindhis wheat. Sindhis are also being denied their due share of water. The Balochis and the Pathans are also raising their voices at this deprivation and exploitation.
Would someone please explain to us common citizens whether this is colonialism or federalism or...?
