A futile exercise!

Reference is made to an advertisement by the National Accountability Bureau(NAB) published in the newspapers. The advertisement carrying the headline of "Shaffaf Pakistan" is a warning to those willing to go abroad for employment purpose, to not to attempt going abroad on fake travel documents.
The National Accountability Bureau has been spending huge amounts on such advertising campaigns for quite sometime now, but so far we have not been able to witness any tangible change in our society's mindset towards the menace of corruption that is weakening the fabric of society.
I wonder why such an issue that should have been raised either by the Ministry of Interior, Ministry of Overseas Pakistanis, Immigration and Passport Department or Bureau of Emigration and Overseas Employment is being projected by the National Accountability Bureau that too, in the shape of advertisements by spending hefty amounts.
I see no point in wasting the money in an exercise, which would not bear any fruit. Corruption cannot be eradicated through advertisements; neither a corrupt would pay any heed to an advertisement warning one to not indulge in illegal practices nor would it help bringing meaningful awareness regarding the negative effects of corruption on society.
