Delaying tactics of KWSB

23 Mar, 2005

Despite various complaints, Karachi Water & Sewerage Board, in its most disorganised system of water supply and defective policies is applying 'delayed-tactics' and opposing installation of 'water reading meters' in the main lines for the last 15 years and continuing its arbitrary water taxation against very nominal water supply, at times even no water for 15-20 days a month to houses, specially flat complexes.
KWSB's existing water billing without recording consumption readings by meters is not based on justice. In fact scheme-36, a center of high-rise buildings where hundreds of citizens reside vertically, is deprived of water supply in a systematic manner by KWSB higher management which has also failed to provide any relief to the taxpayers.
Close circles disclosed that a chain of KWSB officials directly controlling water supply and its taxation keep water supply cut to high-rise buildings for 4-5 days and open water supply with very low pressure on 2-3 days for hardly two to three hours in a week. They create circumstances for consumers to pay extortion for supply of more water on the days of 'No Water Supply' arbitrarily designed by the KWSB officials. In fact enough water is available but the problem lies in its distribution. Some areas get daily water supply but Gulistan-e-Jauhar (a hub of flats) is being deprived of water.
The illegal routine bribe practice in a misuse of authority, height of corruption and dishonesty is being done in open air without any check by anti-corruption establishment and concerned government quarters.
The strongly established 'water-mafia' of KWSB is depriving citizens of water and opposing fixation of 'water reading meters' to avoid their exposition and to continue with illegal practices. Such open high-handedness in ignorance of law on the part of KWSB, is tarnishing governments image.
In the name of Allah, on behalf of regular tax-payers to KWSB, I, request the Governor of Sindh to kindly depute 'the Governor's Inspection Team or Sindh Ombudsman Team to physically study and listen to the complaints of citizens residing in high-rise residential buildings in Gulistan-e-Jauhar, Karachi to provide a lasting solution to the long standing water, sewerage and taxation problems being experienced by the citizens.
