Care to ensure speedy clearance of goods

The Pakistan Customs launched its Customs Administrative Reform (Care) project on Wednesday to ensure speedy clearance of imports and exports. The project is based on a fully automated system called Pakistan Customs Computerised System (PACCS), which is a web-based fully automated clearance system. All stakeholders, including importers, exporters, clearing agents. carriers and banks would be able to interact with the Customs electronically over the web.
All such cases would require unique digital user identification (Ids) to interact with the PACCS.
The modern clearance system would work round-the-clock seven days a week. It would be supervised by the Model Custom Collectorate, which is spearheading the reform in the customs, initiated by the Central Board of Revenue (CBR).
Earlier, the Model Collectorate launched tariff and integrated policy (Tarip), which would provide the traders up to date information on import and exports regarding rates of duties and taxes, preferential tariff, exemptions applicable and documents required by other departments involved in clearance of cargo.
The system would identify any restrictions or conditions attached to the clearance of imports and exports.
The Pakistan Customs and other regulatory authorities would constantly update the system on line so the new system remains current and up to date all the time.
The new system has been designed and developed by a dedicated team of the customs officers providing an early solution to all issues related with the customs in clearance of cargo.
The new system would revolutionise the clearance of cargo at ports by drastically reducing customs processing time at ports. When all components of the new system become operational, doing business in Pakistan would be become easy and economical.
Care Director Azhar Majeed Khalid welcomed the importers and clearing agents, who visited the Model Collectorate to obtain digital user Ids to process their consignments through the new on line system.
