Educational discrimination

This refers to Adil Mehmood's letter titled "Educational discrimination" in the Business Recorder on 15-04-2005. I strongly oppose the views of the writer about initiative towards education and his contention that, the "government" is creating discrimination against other provinces.
It is very obvious from the letter that, Adil Mehmood is not clear about the provincial governments' duties, responsibilities and obligations under a federal setup. It also shows that, we the commoner, and also probably the intellectuals, do not really know the matters relating to provincial autonomy.
This lack of understanding of ours is well exploited by the central establishment and unscrupulous provincial politicians.
Adil Mehmood like the others should well understand that, the "government" he is blaming is not the central government, but the provincial government. By carrying out the educational campaign under question, the provincial government of the Punjab is doing the job enjoined upon them as a federating unit, and is very much commendable.
For this campaign the Punjab government cannot be blamed, nor can the central government be dragged into the controversy of creating any discrimination! People of other provinces, but not the people of Punjab could demand from the other provincial governments the launching of similar such campaigns for their respective provinces.
Sir, I request you to publish my letter, so that some people may get some knowledge about the provincial governments' duties and obligations.
