The proposed Hasba Bill is an attempt to establish complete supremacy over province's all state institutions, the Awami National Party (ANP) Central Vice President Haji Muhammad Adeel said on Monday. Speaking in a PTV programme, he said Hasba Bill was an attempt to undermine authority of provincial assembly. It was also in contravention to the country's constitution.
With the enactment of Hisba Bill, a parallel judicial system would be in force in the province. It was an attempt to establish dominance of a chosen few of a certain sect over the majority of province, he said.
Being an autonomous constitutional body, the provincial assembly could not be controlled by the government, rather provincial government was answerable to the assembly, whereas the Hisba Bill also defined the Provincial Assembly Secretariat under its cover.
A person nominated by the Chief Minister could not interfere in assembly's account under the guise of accountability.
The Chief Minister himself was bound to take permission of the house on important issues, he said.
