Convention to assess devolution process results today

The Devolution Trust for Community Empowerment (DTCE), an Islamabad-based non-profit entity, will organise a national convention here on Monday featuring the launch of its second social audit report highlighting different aspects of President Musharraf's devolution of powers process under Local Bodies system.
Prime Minister Shaukat Aziz will be chief guest on the occasion. Concerned ministers, government officials, a large number of donor organisations' representatives, academia, and people from different walks of life would attend the convention.
The dynamics of DTCE functions in the 13 districts where it has been monitoring and evaluating the devolution program would be discussed and reviewed in the convention.
'Social audit report' is one of the core functions of DTCE and its objective is to have an end-oriented evaluation of results of the devolution process initiated in 110 districts of the country as far back as 2000.
The main feature of 'social audit report' is to collect information about public services from beneficiaries and service providers that would help in the assessment the Local Governments' performance and also involvement of the people in improving the services delivery system.
The baseline social audit survey was completed by DTCE on 2000-01 and its second version is being launched now, highlighting performance of local governments in public safety system, water supply, education, health, roads, etc.
