28 Sep, 2005

Punjab Inspector General of Police, Zia-ul-Hassan, taking notice of gang-rape with three women in village near Alipur and deplorable role of police officials, has ordered an area DSP, Mirza Amir Baig to report immediately for negligence of duty and not entertaining the complaint of a victim family.
According to report a ringleader Shaukat along with his 12-member gang stormed into the village Mud-wala (Alipur) to kidnap a girl Fauzia daughter of Riaz Hussain, to whom he wanted to marry.
After receiving threats by outlaws, the poor parents had already shifted the girl to another destination for her safety.
The outlaws tried to kidnap the girl but in her absence they gang-raped three women of the family, including Kaneez Mai (40) and her two daughters Samina and Baby, to take revenge. Before leaving the place they warned the family elder to hand him over the arm of the girl otherwise they would have to face dire consequences.
The criminals remained for two hours in the village, created fear-like situation and took away golden jewellery and other valuables from the home.
Riaz Hussain, the family elder, told newsmen that Shaukat Kalal had threatened him to take his daughter back to home otherwise he would kidnap all the female inmates and would kill all male members. When contacted DPO Muzaffargarh Rai Tahir said they were conducting investigation into the incident.
Earlier, the police had registered a case against 12 outlaws, including ringleader Shaukat Kalal, on the charge of dacoity but did not mention the incident of gang-rape committed by criminals in a village. Police took father, uncle and a cousin of Shaukat in its custody to ensure his arrest.
DSP (Investigation) Chaudhry Maqbool Ahmed said, neither complainant mentioned the incident of gang rape in his complaint nor he was ready for medical examination of victim women of his family.
The police official said action was being taken against the concerned SHO, who failed to entertain the complaint properly. Dacoit Shaukat Kalal is wanted in various cases of kidnapping for ransom, murders and highway robberies.
