Almost every day, some innovative ideas are splashed in the print and electronic media about low cost housing schemes as temporary shelters for the shelterless in the tremor-ravaged zone.
After the display of a model unit and photo sessions with some top dignitaries, the matter is forgotten and procurement and pitching of tents as means of temporary shelter go on regardless of the onset of icy cold weather. But without being creative, we need to apply only common sense and use all the abandoned, redundant railway carriages and wagons in hundreds for the same.
This will provide better shelter (with negligible cost) against the vagaries of weather.
I am sure, some space can be found in the disused railway yards of Rawalpindi and other railway stations nearer to the disaster sites to park these bogies.
