Sindh Home Minister Rauf Siddiqi on Friday expressed indignation over police torturing of 65-year old Hashim Jarwar and 30-year old Naeem Arain, residents of Mirpurkhas, few days back. The two were beaten up, abused and tortured with burning cigarette butts.
Talking to IGP over telephone, home minister inquired that he had personally communicated this information and since then only inquiry is being carried out and neither FIR registered nor any arrest made. He asked how it was possible that DIG and TPO concerned were unaware of an incident which occurred a week back and that concerned police officers have established their personal torture cells.
Rauf Siddiqi ordered judicial inquiry against the police personnel of four police stations and strict departmental action against those found responsible. He directed the IGP to immediately seek explanation from DIG and DP0 Mirpurkhas.
Expanding the scope of inquiry, the home minister directed that it should be conducted through a judge of the High Court.
He said if in future, any such incident takes place, the concerned DIG and DPO will be held directly responsible. He said ill-information and negligence on the part of police officers in respect to their jurisdictions is intolerable.
He asked the IGP that responsible persons in this case must be immediately arrested and his office be informed about this in writing.
