Sugar mills' supplies to USC

The government has exempted sugar mills from paying 10% sales tax, ie about Rs 5 per kilo for sales by utility stores. Now who will check? The Government of Pakistan?
What happens if the mill owners show most of its sales only to utility stores in their books, thus being thoroughly exempted from sales tax, in its entirety.
Why does the government do these things, ie creating loopholes for more and more profits for the sugar mills at the expense of the consumers and the general public. Anyone there?
