The government has released Rs 34.474 billion for different development schemes under the Khushal Pakistan Programme (KPP) from 1999-2000 to May 31, 2005.
The funds were released for undertaking 41,802 development schemes of roads, electricity, gas, telephone, education, health, water supply and sanitation in the four provinces, Fata and the federal capital. However, only 25,090 schemes were completed so far.
The funds for these schemes were released from the amount earmarked for members of the National Assembly and senators to carry out development projects in their respective constituencies. Rs 21,074.310 million funds were released for Punjab against 22,530 approved schemes whereas Balochistan was provided Rs 495.8865 million against 3,236 schemes. However, only 12,827 schemes were completed in Punjab and 423 in Balochistan till May 2005.
Similarly, Sindh was given Rs 6867.511 million and NWFP Rs 4141.214 million against 4880 and 7975 development schemes whereas Fata was provided Rs 1,359.408 million and Islamabad Rs 535.851 million against 2812 and 369 development schemes, respectively. In total 15,159 schemes of roads were approved and Rs 19,414.124 million funds were released for their completion, however, only 9244 projects were completed.
Similarly, 11383 schemes of electricity and 318 of gas were approved and an amount of Rs 5639.511 and Rs 730.904 million, respectively, was released for these projects but only 6182 electricity and 181 gas schemes were completed.
About 7300 schemes of education, 202 health, 5826 water supply and 1542 of sanitation were approved and funds of Rs 3421.616 million, Rs 231.051 million, Rs 3369.578 million and Rs 1615.535 million, respectively, were released for these schemes. However, only 5070 schemes of education, 25 health, 3546 water supply and 802 schemes of sanitation were completed till May 2005.
More than 8321 road schemes were approved under the KPP for Punjab and 2225 for Sindh. Similarly, 3202 schemes for NWFP and 684 for Balochistan were approved. Only 4526 schemes of road uplift were successfully completed in Punjab with similar completion ratio in other provinces. The government has approved a total of 129 schemes for upgradation and development of roads for Islamabad but figures show that only 83 were completed till May 31, 2005.
