Building rules: KBCA told to issue notice to violators

The Supreme Court has directed the Karachi Building Control Authority (KBCA) to issue notices to violators of building rules and regulations in Block 2 and 3 of PECHS, Karachi, as to why action should not taken against them under the law.
Taking a suo motu notice of a human rights case on an application of Mian Tariq Paganwala, a resident of PECHS, the Court also directed Registrar, Board of Revenue (BoR), Sindh, to provide a list of those in whose names sales deeds or lease deeds of these two blocks have been executed with or without NOC from the KBCA on 27th of this month.
KBCA Additional Controller (Legal) Shahid Jamil appeared before the court and submitted that the Authority have found unauthorised building of independent units on 17 residential plots, including sub-division of plots, etc, and violation of building regulations/terms and conditions of the sales deeds in Block 2 and 3 of PECHS, Karachi.
He said the Sindh High Court has already directed the Board of Revenue, Sindh, not to execute any sale deed or lease deed (except agriculture deeds) without NOC from the KBCA.
He said the KBCA had announced amnesty to give an opportunity to the residents concerned to get their building plan regularised. He also prayed for a direction of the court to SSGC, KESE, KW&SB, not to provide their service connections to any building without NOC of the KBCA. The court observed that all government departments must ensure implementation of rules and regulations and the laws.
