The Karachi Chamber of Commerce and Industry (KCCI) has suggested that there should be only one National Labour Number (NLN) and National Labour Card (NLC) should be issued by Nadra.
The KCCI further suggested that NLN and NLC should be issued to all working labourers irrespective of alien or non-alien working in Pakistan and as such any worker or labour should be provided with his just rights.
The KCCI noted that NLN would also be helpful to locate movement of workers or labourers within the country, as well as to facilitate them anywhere in the country. The report noted that labour laws and regulation in Pakistan are considered to be one of the most complicated areas with which any business enterprise deals.
The present set of labour laws was the result of checkered initiative of various governments to create a healthy business environment for labour. Consequently, enterprises have to deal with a multitude of intricate labour laws, some of them being industry-specific.
The existing plethora of labour laws has made compliance impossible for enterprises due to their inherent inconsistencies. Numerous labour inspections under these laws are yet another impediment that retards the oversell industrial growth.
