Under-performing CBR staff won''t get special pay

The Central Board of Revenue (CBR) will withdraw double pay package of those employees who would not show performance up to the mark in the reformed units, and would also take disciplinary action against them.
Sources said on Saturday that the Board has issued eligibility criteria for drawing special allowance. The CBR officers/officials have to fulfil certain conditions for obtaining the double pay package as specified in the notification.
Under the laid down procedure issued through Circular Number 1 of 2006, the double pay package would not be given to officials during deputation, above one month period, to other government departments, agencies, international bodies and during foreign training.
Sources said that inefficiency would entail de-notification from special allowance (besides disciplinary action) and retest process of double pay package. However, before declaring an individual ''inefficient'', warning would be issued to improve performance/conduct one month before de-notification. If even after the expiry of the warning period the employee is again rated as ''inefficient'', the special allowance would be withdrawn immediately.
The special allowance, equal to 100 percent of the basic pay, is to be given to those CBR employees who have been selected through IJP process and are working in positions/establishments/units undergoing reformation. The allowance is admissible subject to adherence to certain conditions/eligibility criteria.
Following are the prerequisites for entitlement of special allowance for selected CBR employees: The officers and staff already working against special pay positions are required to declare income and assets and complete forms attached with the Code of Conduct. Otherwise, the special allowance will be discontinued/de-notified by the authorities.
The employees under suspension/subjected to penalty, under disciplinary action, inquiry, will not be entitled to special allowance. If such employees are already drawing special allowance, they will be de-notified forthwith.
For uniformed force, there will be a penalty of deduction of special allowance for non-wearing of uniform for equivalent number of days to be approved by BS-17 and above officers and notified by the authorities.
Sources said that the continuance, or otherwise, against special allowance positions is subject to ''Annual Proper Performance and Conduct'', evaluations. HRM Wing will issue parameters and programme for such evaluations on quarterly basis. Staff not meeting minimum performance standards will be de-notified.
The Board has also decided that the rotation policy notified by CBR Administration/HRM Wing will be strictly followed for officers and staff in reformed functions/units.
The Board has also directed all officers and staff to complete their personal record within 3 months of their Internal Job Posting (IJP) selection notification, failing which the special allowance will be de-notified by the authorities.
All employees selected for double pay package would be required to complete/update their ''personal profiles'' in the Human Resource Information System (HRIS) Database within one month of their IJP selection notifications. However, defaulters would be de-notified. Sources said that all above conditions would also apply to individuals already drawing Special Allowance. They must meet their obligations as soon as possible/within one month of issue of this circular to avoid de-notifications.
Sources said that sanction of the special allowance is admissible to such officers/officials who shall successfully undergo a selection process (IJP) for posting in the Reform Units (RUs), or against specified posts.
Reform Units include Board, Directorate General/Directorates of Training and Research (DT), Lahore/Islamabad/Karachi; Directorate General/Directorates of Training & Research(C/ST&FE), Lahore/Islamabad/Karachi; Directorate General/Directorate of Inspection and Audit (DT), Islamabad/Lahore/Karachi/Abbottabad/Peshawer/Gujranwala/Faisalabad/Multan/Bahawalpur/Hyderabad/Sukkur/Quetta; Directorate-General/Directorate of Inspection and Audit(C/ST&FE), Lahore/Islamabad/Karachi; Directorate General/Directorate of Customs Valuation and PCA, Karachi/Lahore/Islamabad; Directorate General/Directorate of Intelligence (Customs, ST&FE), Lahore/Islamabad/Karachi/Peshawar/Quetta; MTUs, LTUs, MCC (Karachi) and all similar forthcoming reform units.
Sources said that performance of personnel posted in reformed units against special posts will periodically be reviewed for determining the continuance, or otherwise, of the special allowance as per notified performance parameters. The postings will not create perpetual/vested right for holding such positions or in receiving the said allowances.
The roll-out in the reform units and identification of special pay positions is taking place in phases, where existing structures as well as forthcoming units are being reviewed strategically keeping in view the future business requirements as well as the requisite competencies of future work force, sources added.
