Unfair procedure of promotion

I would like to invite the attention of all readers as well the policy makers; specially the Establishment Division and the Services & General Administration Department towards an act of getting promotion which is totally unfair.
It has become a common practice in government sector that the government servants who have political or personal affiliations with Ministers, Chief Ministers, Governors or who have approaches to President/PM Secretariat, Governor House or CM House etc they get postings in autonomous/semi-autonomous bodies/corporations or other government departments of their choice in higher scales/status and then get themselves absorbed in higher scale.
While their deputation or absorption, nobody considers their educational qualification, experience and relevancy with that field. Even the technical persons get postings on deputation on administrative posts and vice versa. In such a way, the Grade-17 and 18 posts are filled by absorption of deputationists (whose actual designation is generally in Grade-16 or below) and who are even not graduate or post-graduate, whereas for filling-up of posts in Grade-17 or above, post-graduation is must, as per the rules.
Due to this act, on the one hand they become senior to their colleagues of the same grade in their parent organisation and on the other hand, the regular employees also suffer badly due to loss of their chance of promotion, as the upper level vacancy is filled by absorption of deputationists. Besides, the less qualified in education and less experienced persons become the senior of existing employees, who are often more educationally qualified.
Specially in autonomous bodies and corporations, there is a lot of non-implementation of rules and regulations. Due to handsome salaries and other fringe benefits, the employees of other departments get themselves posted in these organisations through Ministers. Such employees not only become a burden on the organisation, but their contribution to the official working is always nil.
Another irregularity, specially in autonomous bodies, is the allocation of vehicles. The persons who are not entitled for a vehicle as per the rules, they are provided vehicles with unlimited fuel and maintenance. Sometimes, luxurious vehicles of more than 2000 cc are purchased in the name of protocol duties, and used illegally.
Government has made a rule of maintaining logbooks of vehicles. But, either the same are not maintained or maintained by some officers with dummy entries by writing "local running". Our beloved government auditors, whenever they come for audit of accounts, they firstly hold meeting with the management and make a "deal" and clear the accounts just by putting some settle-able audit paras.
I would request all quarters concerned that they should acquire full information of all such officers who have got themselves absorbed in higher scales during the last 10-15 years, without having proper educational qualifications and experience.
Those, who were not possessing the prescribed educational qualification at the time of their deputation or absorption, should immediately be reverted back on their previous positions. Besides, strict rules be framed that whenever a person is posted on deputation in higher scale, his educational qualification, experience and relevancy with new field should be considered properly.
