The National Reconstruction Bureau (NRB) will finalise package of constitutional and financial reforms to strengthen provincial autonomy and Federal to Provincial devolution by the end of the year.
This was stated by NRB Chairman Daniyal Aziz at a news conference here on Monday after his meeting with members of Parliamentary Committee on Balochistan, including President, Pakistan Muslim League (Q) Shujaat Hussain, Secretary General PML(Q) Mushahid Hussain and the Leader of the House in Senate Waseem Sajjad.
He said that he gave a detailed briefing to the delegation on the work done by NRB relating to Federal to Provincial devolution by constitutional, administrative, legal and financial reforms which would meet most of the demands of nationalist parties for provincial autonomy.
He said that after in-house discussion and deliberations among the coalition parties, the government would introduce necessary legislation for approval of the Parliament.
He said that the Committee members reiterated the commitment of the Parliamentary Committee to provide maximum autonomy to the Provinces and stressed that all proposals in this regard must focus on further devolution to provinces.
They further suggested that all stakeholders must be involved in the process of consultation so that a complete consensus emerges on the amendments to be made in the constitution.
The committee members were of the view that the effect of the proposed changes needs to be thoroughly analysed to avoid implementation issues at later stage. Poor implementation of laws has always been a major problem in Pakistan, they said.
The committee members appreciated the work done by NRB and complimented the NRB Chairman and his team on in-depth research conducted by the Bureau on the topic.
