Proper checks to be incorporated in PACCS

The Central Board of Revenue (CBR) has decided to incorporate proper checks in the Pakistan Customs Computerised System (PACCS) to detect under-valuation of imported goods.
Sources told Business Recorder on Monday that there are certain important functions pertaining to valuation of goods, which are not available under the PACCS. The issue came to light during CBR Chairman Abdullah Yusuf's visit to PACCS, Karachi, last month. Project Director, Customs Administrative Reform Project (CARE), Khwaja Tanveer Ahmed, discussed the relevant issues with the CBR Chairman.
Tax authorities have expressed serious concern over the inability of PACCS to integrate 'valuation advice' in the filing and clearance of Goods Declaration (GD). The PACCS team explained to the authorities that valuation functionality for cases under section 81 (provisional determination of customs duty) already exists in the system. However, the functions of minimum values, fixed values, valuation advice, etc were never planned in the PACCS.
Tax authorities were of the view that all these functions must be incorporated in PACCS, keeping in view the sensitivity of under-valuation of imported goods. In this regard, the business processes for integration would also be done for necessary action. Presently, the value is determined under GATT code.
