Spoiled currency notes

I suppose Pakistan is one of few countries where the currency notes are spoiled deliberately by writing on them. There is hardly a day when one does not come across a spoiled currency note. Some people after counting their notes write the total by using a ball point pen and spoil it for ever. I wish they could use a pencil.
A few people write their names as well. Some commercial banks put their banks rubber stamps and initials on the packets of currency notes. I would suggest that the State Bank of Pakistan launch a publicity campaign to keep currency notes clean.
Many years ago a gentleman had mentioned to me that during a visit to a new country one should observe two thing the State of currency notes and traffic.
He said that if the currency notes were clean, the public of that country believed in hygiene and if the traffic was orderly, the public was law abiding. Not very long ago, our currency notes used be clean and hardly any one contravened the traffic rules.
