K-3, K-4 projects and water supply

The President of Pakistan, while inaugurating the K-3 Water Project in June-2006, declared adequate water supply to Karachi and adjoining areas. However, hundreds of thousands Karachiites, especially of Gulistan-e-Jauhar have not yet benefited by the K-3 project. The water crisis experienced by them, remained without any improvement.
From the beginning, the Karachi Water & Sewerage Board (KW&SB) under its (W-City Div), has been supplying very little water to the residential flats in Blocks-12 to 19.
The irony is that, the KW&SB charged them the lump sum of water bills @ 220 gallons per day, per consumer, without water reading meters, while the supply comes on alternate days, instead of daily, which is below the minimum requirement. The shortage of water supply is supplemented by the purchase of water tankers by residents on their own, in addition to water tax payments to KW&SB.
In order to hide the in-house irregularities, and mismanagement, to facilitate consumers with K-3 water supply, the KW&SB has come-up with the excuse to a wait completion of further K-4 water project. According to KW&SB, the demand of water is more than supply.
Consumers, specially the regular taxpayers, anticipate by the time the K-4 project would be functional, the water demand would further rise and the crisis shall remain as it is. Why don't the KW&SB plan to the future keeping in view the population growth of the city.
However, fact remains that a 'water-mafia in KW&SB' is still active, holding control of the distribution of water, which includes illegal water supply at fixed extortions to several commercial units, without proper approval of connections. Thus multi-gallons of water is being supplied to illegal connections at the cost of the genuine consumers' who pay water tax regularly. This is causing the loss of billions of revenue to the national economy.
The germs of Mr Bribe culture are so deeply rooted, from top to bottom in the KW&SB, that for the sake of their self-interest, they are sabotaging the sincere efforts of the government to overcome the crisis.
The President is requested to kindly review the 'demand and supply' of water in Karachi after opening of K-3 project and make speedy arrangements for the justified distribution of water, with the leakages to genuine consumers.
