80 percent supplementary budget utilised for development

Punjab Finance Minister Hasnain Bhadur Dareshak said in the general discussion on supplementary budget 2006-07 that in the last four years of the present government 80 percent of supplementary budgets had been utilised for developments in the province.
Contradicting the opposition benches, the minister said that all expenses incurred under supplementary budget spending of Rs 70 billion were made according to rules and regulations. He said that all previous governments were presented supplementary budgets in the House and accordingly passed with the subsequent proposed budgetary deliberations.
The finance minister said that entire cabinet discussed the supplementary budgetary allocations and was involved in its decisions. The minister said that it was a great achievement of the present government that it had got five budgets passed from the Assembly. He dilated that they had achieved a rare feat of accomplishment of tenure of five years of assembly.
Dareshak in the supplementary budget discussion dilated that present government had levied now new taxes in its near five-year duration. He said present provincial government had increased its revenues in its tenure. He averred that two billion rupees extra expenditure had occurred under the head of Education in the previous fiscal year.
Dareshak said under the supplementary budget expenses Rs 10 billion had been utilised on rural development in the province. The Finance Minister said seven billion had been utilised on increase in pay of Rs 2,000 per person on 1,00,000 police force in Punjab. He said expenses from this sum were also used for new traffic warden set-up in the Province.
Deputy Opposition Leader Rana Sana Ullah in his speech said that without taking assembly into confidence Rs 7.50 billion had been spent on police, Rs 3.50 billion on health and eight billion rupees extra occurred under the miscellaneous head. The opposition members criticised the provincial government for Rs 9,87,000,00 spending on VIP helicopter. Indian Deputy Speaker of Lok Sabha Charan Jit Singh during the Assembly session came for some time in the House.
Legislators Hassan Murtaza and Raja Riaz in the assembly session made a demand for giving status of district to Chiniot. The made a walkout from the House on the issue and later made a walk to Governor House.
During the session MPA Chaudhry Tasleem, MPA Arshad Baggo made a criticism for distribution of pamphlet against Imran Khan in the Provincial assembly hostel. The chair nodded to hold inquiry into the affair on the occasion. Tahira Munir, Uzma Bokhari and other legislators spoke on the occasion. The House was adjourned for 10am later.
