Dr Ishrat Hussain, Chairman National Commission for Civil Service Reforms has said that the Chief Finance and Accounts Officers (CFAOs) should facilitate the Principle Accounting Officers (PAOs) of the Ministries in financial management.
This was stated by Dr Ishrat Hussain, Chairman National Commission for Civil Service Reforms while addressing the inaugural session of third course on "System of Financial Control and Budgeting" for Chief Finance and Accounts Officer, arranged by Audit and Accounts Training Institute Islamabad. Dr Ishrat Hussain said that Financial Management is a broad concept and includes finance, accounts and internal controls.
He said, that CFAOs help the Secretaries of Ministries in financial management for achieving the set targets and objectives through better utilisation of budget. CFAOs are required to have ample knowledge to supervise the whole system because without proper know how nobody can become a better supervisor for controlling corruption, leakage and misuse of funds.
Stressing the need to create an enabling environment for speedy and smooth development of the country, Dr Ishrat lauded Auditor General of Pakistan for starting these courses. "If you will not learn the latest financial management practices, you cannot spearhead the change process," he added.
Replying to the questions, Dr Ishrat said CFAOs along with Chief Legal Officer and Chief Human resource could make governance more efficient and effective. CFAOs should be updated regularly in financial management and should interact among themselves more often to share their knowledge and experience.
