In the year 1994, Sindh Government seriously considered about the development of cottage industry, particularly in Karachi as such cottage industry, is the backbone of main industries scattered in residential areas of city.
As a consequent result the (i) Government is unable to monitor or revenue collection in terms of different taxes. (ii) Different utility services / systems such as electricity, gas, potable water, sewerage, transportation, communication system, designed for residential area has become overloaded and hazardous. On top of that the environment of all such localities has become highly polluted, unsafe and hazardous for health and safety.
Defunct KMC had planned three Cottage Industrial Zones, Orangi Town, Landhi, Hawks Bay and allotted about 400 plots measuring 200 sq. yards each in Orangi Town through ballot. The cost of the plot in 1994 was fixed to RS:1,20,000/- payable in four instalments and includes development charges besides the provisioning of electricity, gas etc. The possession was to be given in eighteen months.
A total collection of RS: 45, 36,000.00 was expected but 18,30,000.00 were collected initially. It's worth mentioning to submit that at the time of balloting the land was not identified at site to the applicants and even today it cannot be identified through any board or CDGK office building at site.
Immediately after the balloting, allottees investigated the land and found that the land is under encroachment I, therefore request you to please publish this letter to save the future of 4000 allottees who should not be punished for the sins of others.
