NWFP likely to regularise contract employees

The government of NWFP is likely to regularise all contract base recruited employees in the province after the recommendation of the sub-committee of NWFP provincial government.
The meeting of the cabinet sub-committee, whose meeting was held here on Friday with NWFP Caretaker Minister for Finance, Mohammad Azam Khan in the chair has unanimously decided the regularisation of all contract based recruited employees in the province after the terming the contract appointment policy as discriminatory and against human rights in the province.
The provincial ministers including Syed Imtiaz Hussein Gilani, Colonel Bashir Wali Mohmand (Retd), Hissamuddin Bangash, Mrs Meraj Hamayun, Iftikharuddin Chamkani and Secretary Establishment Mian Sahib Jan also attended the meting. The meeting was also attended by senior officials of finance, establishment, law, industries, agriculture departments.
The committee unanimously decided to regularise all the contract government employees, giving them the pension benefit immediately while abolishing this policy for future. The recommendations of the committee would be submitted with provincial cabinet for taking formal decision in this regard.
Section-19 of NWFP Civil Servants Act 1973 was taken into stock, reviewing contract policy and recommending quick actions including promulgation of an ordinance for this purpose.
The meeting noted with concern that other provinces and Federal Government refrained from adopting the contract appointment policy but the previous provincial government preferred it by amending section-19 of CSA 1973 in its cabinet meeting in 2005 and even Establishment Department was not consulted in this respect. It was also noted that the contract appointment policy in NWFP was not only discriminatory and against the norms of justice but it also blocked the promotion of talented government servants to higher grades.
The finance minister directed for removing financial and legal implications in abolishing the contract system and evolving a report of recommendations for tabling in next cabinet meeting by giving a deadline of 3 days to the concerned authorities.
