CDA violates establishment division's circular

The Capital Development Authority (CDA) has issued a notification contrary to the Establishment Division's recent circular for furnishing lists of people hired on contract or re-employed after retirement; source told Business Recorder here on Monday.
Sources said that few months back the Establishment Division had directed all the ministries, divisions, and its attached departments to compile data containing details regarding the contract employees and those re-employed after retirement.
However, the notification issued by the CDA on hiring of the contract retired government officials, gives an indication as if civic body is not part of the Interior Division.
Sources said in pursuance of CDA Board decision dated January 29, 2008, a total 79 new posts starting from Director General to Naib Qasid were created to be appointed on contractual basis. According to the notification, if the CDA will induct its retired employees, they will be granted project allowances in addition to pay.
On the hand, if manpower will be hired from civil sources, they will be paid handsome salary along with huge allowance. Such as the DG will get Rs 110,000, the same is for Director Works and Services, Monitoring Evaluation and Procurement and so on.
"It is of deep concern that why the Authority has created these positions when there is no need. People are already working on these positions. On the other hand, the salary packages along with the huge allowances being offered, reflect how badly the Authority is wasting money", said the sources. Sources said that instead of wasting money on creation of these positions, the Authority should have invested this money on development works or for the benefit of its lower staff.
