Mueen Aftab with a brilliant academic career is a "Rhodes Scholar" a postgraduate of Oxford University in 1968 and a Masters Degree holder in Modern History from Exeter College, Oxford, UK in 1969. He got a gold medal in National Talent Scholar and Academic Roll of Honour from Government College of Lahore in 1964.
In 1996 he completed his MSc in "Defence & Strategic Studies" from National Defence College, Islamabad. Mueen Aftab attended various Academic and Professional Training courses and seminars held in different countries to enhance his professional skills in which, course on Information Technology from IBM in 1973, "Economic Policy" from Minnesota, USA in 1986, Procurement through Public Sector in Korea in 1989, Anti Money Laundering Seminar in Moscow in 1996 are top listed.
Mueen Aftab bears a rich experience and outstanding achievements in his 35 years professional period on key areas of management in public sector like Finance, Administration, Internal Control, Logistics and Human Resource Management.
Some of the key posts on which he served include Project Director to Improve Financial Reporting and Auditing, Islamabad from February 2003 to October 2006, Member Finance in Pakistan Atomic Energy Commission, Managing Director in Ministry of Finance and AGPR, Islamabad Mueen Aftab is the one who holds the historical landmark achievement of converting the entire country's financial management system on the internationally compliant (IMF's GFS-Government Finance Statistics) new Chart of Accounts by managing the successful preparation of federal and all provincial budgets on the new state of the art SAP system.
He also managed $130 million World Bank funded project in public sector financial management regarding implementation of biggest SAP software. He has 5 years experience of managing international contracts, finances and audit of International Construction Projects valuing $1 billion.
He has successfully put the stalled project back on track through re-structuring, team-building and skilful management of more than 100 strong consultants' team. This fact has been strongly acknowledged by the World Bank.
He was awarded Tamgha-e-Baqa in recognition of meritorious services and significant contribution of the national nuclear programme at the Atomic Energy Commission. Being Managing Director of Long Term Credit Fund, Ministry of Finance he managed the World Bank loans to independent power producers. He also managed the preparation of National Accounts of the federal government as Accountant General Pakistan Revenue.-PR
