LHC orders for coercive measures against director administration FDA

Justice Hafiz Tariq Nasim of the Lahore High Court (LHC), ordered for coercive measures be adopted if the director administration/additional director general Faisalabad Development Authority (FDA) refused again to appear before the court on September 15.
The judge issued these orders again after issuing notice to the officials on August 11 and then on August 19 in a petition by over a dozen of 'baildars' working with FDA for the past 22 to 29 years. The petitioners had moved a grievance petition before Punjab Labour Court for regularisation of their service.
After hearing both the parties, the court had ordered the authorities on December 11, 1990 "to consider the petitioners for regularisation of service and grant of amenities and claims, of course, in accordance with relevant rules and structures and place them at part with their colleagues". The petitioners said the authorities while fixing their monthly pay/wages, did not grant them annual increments that fell due during the time span of 22 to 29 years.
Besides regularising their services and inducting them as permanent employees from the original dates of their appointment in accordance with the order of the Labour Court, their services were illegally regularised on June 31, 2006, with effect from May and June 2006. They said they had moved the high court in 2005 against this injustice. The department counsel argued before the court that the labour court's order were for mere consideration and not for actual regularisation of the petitioners.
