The construction of a wall around the Red Zone may act as a deterrent to foreign investors by conjuring images of a besieged Iraq; besides costing over Rs 10 billion to the national exchequer.
Islamabad Capital Territory (ICT) Administration in its summary to Interior Ministry has requested the government to reconsider the installation of high technology explosive detectors and scanners at more than 20 entry points of the capital instead of constructing the wall. CDA is in full agreement with this suggestion. The construction of the wall around the Red Zone would not only be very costly but also create various other problems, well placed sources in ICT told Business Recorder on Tuesday.
It is pertinent to note that some high ups in the government have suggested the construction of a concrete wall around the Red Zone of Islamabad comprising Constitution Avenue, Diplomatic Enclave, President House and office, Prime Minister House and Secretariat, Pak Secretariat, Supreme Court of Pakistan and other government installations in this area.
The concept of a walled city for security purposes may be rooted in the walled green zone of Baghdad, which was constructed by American forces in 2003 to protect their headquarters. In the walled-off area, access was granted only on proof of residence or special cards.
These walls block access to schools, mosques, churches, hotels, homes, markets and even entire neighbourhoods. In some areas of Baghdad, the walls delay the movement of food and other essential supplies thus raising prices. However the wall does not provide foolproof security as evidenced from attacks in the green zone.
The sources said that the installation of detectors at almost 20 entry points would cost around Rs one billion, which would be more effective than construction of the wall, which will also overshadow the beauty of the capital and bar ordinary citizens from enjoying the sites.
Sources said that the CDA and ICT suggestions have been submitted to the government and a decision will be made shortly in this regard. They said that security of the Federal Capital is being reviewed in the wake of prevalent situation in order to ensure the protection of the life and property of the people and a comprehensive and effective strategy is being evolved to deal with the situation. All available sources are being used to further upgrade and strengthen security, they added.
They said that the government is looking to increase the strength of Islamabad Police as a move to enhance the security arrangements and police would be equipped with modern and sophisticated weapons and training on modern lines. They said that the installation of close circuit cameras at the exit and entry points of the capital is being expedited to make security foolproof.
