The PML and eight District Nazims, challenging the appointments of commissioners in the Punjab through an amendment Punjab Land Revenue (Amendment) Ordinance, 2008, prayed to the court to declare the appointments as unconstitutional.
The petitioners included District Nazim, Attock, Major Tahir Sadiq (Retd), District Nazim, Rawalpindi,Javed Ikhlas, District Nazim, Gujrat, Chaudhry Shafaat, District Nazim, Lodhran, Abdul Rehman Kanju, District Nazim, Bahawalpur, Tariq Rasheed Cheema, District Nazim, Chakwal, Sardar Ghulam Abbas, District Nazim, Jhelum, Chaudhry Farrukh Altaf and District Nazim, Multan Faisal Mukhtar.
The petitioners, through Chaudhry Fawad advocate, said that the amendment and the subsequent notification in this regard were a sheer violation of the Constitution.
They said District Co-ordination Officers (DCOs) who under the law are responsible to assist the smooth administration under the elected representatives were made to act against the interest of the district government, they are being instructed to cause hurdles in smooth functioning of the district government and frustrate development schemes initiated by the district government.
