The Federal government has placed Fiaz Ahmed, a grade-19 official of the Police Group at the disposal of government of Punjab. According to a notification of the Establishment Division issued on Wednesday, Abid Mahmood, a grade 18 official of Ministry of Environment has been promoted in Grade-19 and transferred in the Secretariat Group for appointment as Deputy Secretary.
Meanwhile, the Federal Board of Revenue (FBR) has promoted four Stenographers and their services are placed at the disposal of Regional Tax Offices/Large Tax Payers Units as mentioned against each. Malik Munir Ahmad, LTU, Islamabad has been promoted to LTU Islamabad; Tabassum Ghani, RTO, Karachi to RTO, Karachi; S. Arshad Ali, RTO, Karachi to LTU, Karachi and Khalid Pervaiz, RTO, Faisalabad to RTO, Faisalabad.
In another notification, Ambreen Ahmad Tarar, a BS-18 Officer of Customs & Excise Group, presently posted as Deputy Director, Directorate of Training & Research, Lahore, is transferred and posted as Deputy Director, Regional Tax Office, Faisalabad, with immediate effect and until further orders.
Asif Abbas (customs and excise group/ BS 18) has been transferred from the office of Deputy Collector, RTO Lahore to Deputy Director, Directorate of Post Clearance Audit (PCA) Lahore and Syed Mahmood Hassan (Customs and excise group/ BS 18) transferred Second Secretary (Customs) FBR HQs Islamabad to Deputy Collector, RTO Lahore. Through another notification, the FBR has imposed minor penalty of "Withholding of Increments for a period of Two Years" upon Zaki Ahmad (ITG/BS-19), Additional Commissioner of Income Tax (Under Suspension), Regional Tax Office, Karachi.
Disciplinary proceedings against him were started on the charges of "inefficiency", "misconduct" & "corruption". The competent authority ie Secretary, Revenue Division/Chairman, FBR issued an Order of Inquiry dated 24th December 2007 and appointed an Inquiry Committee.
The Inquiry Committee furnished its report with the recommendation to impose minor penalty of "withholding of increments for a period of two years" on the accused officer. On the basis of inquiry report, show cause notice was issued on 30th August 2008 to the accused officer with the direction to show cause within seven days of the receipt as to why major penalty of dismissal from service should not be imposed upon him.
The accused officer furnished reply to the notice and denied the charges levelled against him and sought opportunity of personal hearing. The Competent Authority after examining the entire record of the case, defence of the accused officer including reply to the Show Cause Notice and observations/findings of the Inquiry Committee concluded that the recommendation of the Inquiry Committee for imposition of minor penalty of "withholding of increments for a period of two years" is justified.
He shall have a right to appeal to the Appellate Authority under the Removal from Service (Special Powers) Ordinance, 2000 within a period of 15 days from the date of communication of this notification. After inquiry proceedings, Zaki has been reinstated into Government service with immediate effect.
